Can a user save their incomplete response to my questionnaire – to then complete and submit later?

Yes, this is definitely possible. All you need to do is head to your Survey Settings (click on the Config icon on the left navigation bar) and enable the 'Allow partial submissions' option.
Ensure that you click Update to save your changes.
Now, a respondent can come back to the same survey to complete their submission.
