Problem with API requests_limit exceeded

Hi.
I'm using surveysparrow api to change the survey condition, 72 times a day, and 3 times an hour.
What I saw in API Documentation is that API Call limit is 120 calls per hour and 1000 calls per day.

However, I got an error code 429, which means api call limit is exceeded.

Can you solve this problem?
