# Moving questions out from section

I made a new message and wanted to move it to the beginning of my questionnaire. However, when I dragged this new message, it always automatically moved under sections. I want to take it out from sections and put it right under welcome. How to do that?  
Is that also possible to add a question without dragging it from the end of the questionnaire?
